I did the quest from the guy with the horse in Dragonscale hills to find Camp valor, and talked with Sister Daria and she gives me the quest to find Sister Donna, but not the other. Is Sister Donna a prerequisite? Ive been trying to find her for the last week (Im in the right spot) but no luck, even at 5 pm. Would server crashes restart the 24hr spawn timer?

Sister Daria also gives out mission "Where has Sister Donna Gone".
After receiving the mission, head to the Darkwater Village to the east. Use invis vs. undead or just buy the mask 'Eyes of Darkwater' which makes you warmly to them. Sister Donna's location is +1333, -387, which is just a few steps north of the ground spawn 'a pointed stick'. From what I have been told, she is on a 24 hour rl timer and de-spawns after 6 hails. From what I saw today, she spawned for me at 5:02 pst and de-spawned 10 minutes later. Myself and one other person hailed her at that point.
Head back to Sister Daria and hail her to receive reward:
