I had to get to Kindly Faction for him to give me this Quest. One of our Own ... Then after that quest i was able to request the Raid with 6 people. There does not seem to be a lock out timer

I think you can get this at high amiable faction, we don't know the actual faction amount just yet.

i actually increased my faction to warmly conned to reaver and it won't give me the raid option. it's possible i'm too low lvl at 81.
my guess is
A.you need faction high enough which is probably default faction level
B you need to do some quests before you get cos raid option
C you need to be lvl 85 or 90 to get raid option
or
D you need a minimum amount of people in the group to start this. someone said on another post that 18 minimum but i think that's dated info.

Generally, you need a minimum of six PCs in group (mercs don't count), within the maximum level spread (max 15 for most tasks, sometimes max 30), and the requestor needs to have completed all the prerequisites in order to request the raid.
80 was max level for the expansion, so the level isn't the issue. It's probably minimum number of PCs and/or the prerequisite task chain.

Guildmate was able to get this quest at amiably, and another was not able to get the task at warmly.
Gives the task "One of our own" which involves killing Bimbalicus the Soulbleeder. You need kindly or better faction to request it.
Also gives a raid task after completion which seems to involve killing a stronger version of bimbalicus.
