I just got my first spawn of this guy after 6 or 7 full clears of the camp and surrounding orcs. He spawned at the southern-most tent in the camp.

Is any orc in the north camp his placeholder?
Or is it a static one from around the tents?

Soloed with my 80 sk, had to use unholy aura and run him arounda bit. Nearly killed me twice.

For you druids out there he can be snared, rooted & does not summon. didnt resist anything.

He can be pulled individually, the others in camp do not assist him. However his PH does come with friends.
