could someone plz tell me how they npc is lv 99 how is that possible lvs in the game only go to lv 80

some one explain how when the lvl cap wuz 60 you could still finds reds? just b/c the players can get only get to lvl 80 doesn't mean that the NPC's can't be higher lvl than that.
