Did a GM confirm that these npc's are not quest npcs? or has someone actually maxed faction with them and claimed they are not? want to know before i go through the work maxing faction with them to find out..

If you're still looking for this guy, he's down by the sharks standing there right beside Omorb the ogre. Was cleaning up the sewers, taking out the trash so to speak (killing off all the evil creatures I could find but steering clear of the evil guild masters down there) and went to take out Neab. He must be buddies with Omorb, for as soon as I attacked Neab, Omorb attacked me. Omorb cons light blue to 30th by the way, jic you wanted to know.

Where does this guy spawn? Listed and Kane Bayle faction, but how bad is the hit for killing him? Spawn rate? Is lvl 10 correct? Questions, questions =)...
