You need to fight the brigand on his ledge. Stepping off his ledge into the water will suicide him. You can fight him when he cons yellow (red if twinked). If you get unlucky, you can step back into sewer water and try again when he spawns. If nothing else, this a good mob to hone skills against higher level with virtually no worry of dying.l
I always camped Cuburt on a couple of my 4ish erudites, and never seen this dude.. maybe he was taken out?

at level 7 this guy is great exp, my monk camped him and gelatinous cubes.. and i got a level in one day!

i have killed him about 10 times and he hardly ever drops anything besides a little bit of money and maybe a rusty weapon. No point really killing him

Managed to kill him once before he jumped into the water and suicided. Got nothing special. Really strange though - he spawns in a fairly out of the way spot. You would think there is something special, but considering his low level, it wouolnd't be much.

The injured brigand in the Cuburt area always suicides on me before i can finish him off, don't know what he drops
