Yea he summons. Had him down to 2% and got two adds. Dropped pet and tried to run but kept getting summoned back to him. Shall you know the end? Lol.

Found him in the huts on redfeather island, in the furthest NW room.
No idea if he pops anywhere else.

He can also spawn near the fire at the top of the big ramp on the southern part of the island. There are two spawn spots there and my group had him spawn at both of them.
