Soloed as a 70 Necro. The blind from 98% to 0% made the fight pretty interesting. At the end when he died and blinded finally faded he was 2 feet from me hehe. Good thing I pulled him back some. Didn't realize I was pulling a named (till I FD'ed cause I didn't know where the blind was coming from and it wore off long enough for me to see it was him, then got up and rooted) but luckily there was nothing behind me so I could back up a little each time he broke root.
Fought him tonight and he was level 63--conned white to a level 63.
Has two procs but I didn't catch the names of them as I was too busy laughing my butt off at his taunts [EDIT: didn't notice the procs are listed]. Dropped a different item but alas I didn't get a screenshot of it. Was a melee item req. 58, attuneable with 80ish hps.
He spawns from one of the roaming undead in the south. Go to the shore and head south until you reach static undead. Turn around and go north a bit to set up camp (waaaaay too many roamers otherwise). From there on it's just kill kill kill until he spawns and paths to the shore.
One other thing is that the blind proc will probably overwrite whatever you have in your first buff slot so make sure its a junk buff.

Hits max in the low 700s, lt blue to lvl 75.
Was blind the entire fight just about lol (solo) ...
