Found him up North of the Wayfarer camp, and East of the Snowy Mines (LDON instance), not far from river. The hidden goblin is also nearby.

Where I come from, we call that direction "west". Go west from the snow-cave LDON entrance and he'll be on your right as you reach the river. Not level 70, either; he was dark blue to me at 55, and light blue at 58, so somewhere in the 50-52 range.
That's right. He's on the north side of the zone, just east of the underwater entrance to the lich's cave. You'll find the hidden gobby just north west of the Grinnuch.
He doesn't attack beyond that fear spell he uses. And he only attacks if hailed. Regarding the gifts that you're questing, they dropped off of every single mob I killed, save for the grimps. So, just kill anything, loot the gifts, bring them back and you'll get the sled you need maybe 1 time in three. It's not uncommon at all.
The Santug's stocking is not a bag. Apparently, you have to turn it in to one of the Frostfell helpers to get the bag. Good thing, for those who don't have the space to spare in their inventories.
