First rooom inside North Gate building.
Kill single spawn in entrance hallway, then pather in entrance hallway, then 2 spawn in entrance hallway. Then carefully single pull single mob just inside the room on right side (creep just into doorway and grab him).
In the first room there is a 3 spawn on the left side - ph/named is the single spawn just past them on the left. It will agro if you pull all those mobs at once. There are also up to three pathers that wander through and pause inside that room from left and right hallways and staircases. So be careful pulling unless you can split them or tank all of them at once.
Named is fairly common - about once every 90 minutes or better and neither aug seems more common or rare than the other. I've farmed a dozen or more for guildmates/friends.

update on this guy's loc N1366 P3328, opposite of earlier post, looking at the map,very top of map ,in the big building right next to big thron(chair) between double staircase as you enter. No named updated anywhere near this camp on mapfiends, but the mobs include quite a few "royals."

Is there a PH for this mob, can't seem to make him spawn.
