Found her wandering around the upper part, where the Griffon Nest guardians are. Assume any restless harpy can be PH, Claws were in her right hand and were visible from a godd distance
Serrated Griffon Claws confirmed dropped from restless harpy on isle 2, killed a lot there, and only 1 ever dropped, must be pretty rare.
