He spawns in the easttower, just inside the gates. He spawns on the very top of the tower, in a small room together with two others. Good exp camp if you have a good tank, we usually clear the wanderers outside, then clean out first floor 3 mobs, then 2-3 on second floor and the 3-4 on the top.
