I came accross it, it was at 10%. I attacked it and... nothing. couldn't cast; your spell did noy take hold, when spell wasn't even close to going off. Melee did nothing. The archway was just 2 blocks high on each side, far from being an arch. Think it's life % is based on the completeness of the actual portal, the pict. here says 92% and shows an actual arch (5 blocks per side, and a keystone), while at 10% just two blocks high on each side.

This is one of the landmarks for the Wanderlust Quest "Looking for Landmarks". The update is "find the ruined portal". This is said ruined portal.
It is also part of an event that starts with the task Rebuild the Portal #1: The Talking Plant and ends with the Pummelcrush raid encounter.

When my group and I targeted it tonight on Prexus, it was at 10% health, yet no one was nearby. Maybe it has to do with killing the elementals and other mobs that spawn nearby? We had been killing for quite some time before one of us targeted the Portal (probably 45 minutes or so of steady kills), so I suppose its possible.

I am just returning after about 4 years off game and am tryin to learn all of the new stuff.. Came across this today and it had 64% health upon targeting it. I was a bit confused as it looks like an entrance to a plane or such. i was even more confused that it had 64% life on it and no one else wwas in the zone but us. Could anyone give an explaination of this ...ummmm... thing ... Does it attack? ( i had invs on, wasent abou tto take it off lol ) if it does give some detail and idk anything else you can think of? please and thank you!!
