Lowjak forgot a number in the spawn /loc. It is +1090, -435, 0 on the East side.

nm, i found him, his PH is the center drakkin in that room and the PH's name has quartermaster in it. once you get to the drake area in east section, through the door-like entrance you can see him straight ahead.
