This is an undead mob. He spawns in inner Vergalid mines. You need to have the key to access inner Vergalid. He can be found throughout the path winding all the way down to Vergalid's chamber. I don't think he summons.

I have confirmed that this mob does not summon. It is snareable, rootable, and runs away at around 8%.
