As of 11:13pm Australian Central Daylight Savings time on the 7th march i was able to get the Elite Insignia Quest, and the Champion Insignia Quest. Therefore Pukrup's post is incorrect, unless they made it so you cant get this task at a certain faction level. Text for it was as follows:
Armorer Arkin says 'Greetings, Artreth, If you wish to prove your worth to our cause, then you will bring me the insignias worn by the officers of our enemies.'
You have been assigned the task 'Champion's Insignia'.
which incidentally is the exact same text as when you accept the Elite Insignia quest.

I handed in about 30 Elite's Insignia's ... Armorer Arkin no longer gives me the Champion's Insignia quest option now. Dunno if its related. Always did previously on hand ins tho.
