This is the Quest NPC for the Quest: "Return Firgant's Copper Ring to the Wraithguard"

1. Return Firgant's Copper Ring to the Wraithguard

Ring is called Firgant's Copper Ring, and was dropped for me by a shade of Zek. In the area around Lorekeeper Thoren Goldentongue. North on map. Turned in ring to Wraithguard Thentil Strongarm in Valdeholm with dubius faction.

Result was exp and this:

10 Charge Vial of Gooey Black Gel
MAGIC ITEM NO TRADE
EXPENDABLE Charges: 1
Effect: Spirit of Valdeholm (Any Slot, Casting Time: 2.0) at Level 70
Recast Delay: 5 seconds, Recast Type: 13
WT: 0.5 Size: SMALL
Class: ALL
Race: ALL


Which is a DD nuke focii and a melee proc against shades of Zek.

Working on the other 4 spirit quests atm.
