OK, it seems you need really, really bad bixie faction to complete this quest.
After killing tons of bixies out in the Moors, I moved into Stone Hive. Spent a number of hours in the hedge mazes, then did the main floor of the hive and the outside ramp, then tried the Prankster.
Got the 'not for the likes of you' message.
Next few days spent hours camping the names up on the second level (up first elevator). After 3 days of that tried the Prankster again and the 3 mobs spawned and I was able to complete the quest.
Mobs in the mazes were mostly green by the time I got into Stone Hive. Tho they all said Scowls when conned, the bixies would not agro me unless I was attacking. They would assist anything I was attacking, but would ignore me otherwise.
The plants, spiders and wasps would always agro. By the end of the three days of name camping the bixies would now auto agro me, even tho they were grey cons.
So the way to tell if your faction is bad enough is to see if the green or grey con bixies on the lawn or in the mazes will agro or ignore you. :)

I finally found the prankster and my task updated the next step it says speak with the bixie prankster ------------------ 0/3 and thts where im lost.. i have had it numerous times and all he says is somthing about alot of {pranking} do be done ... i say pranking and he tells me to leave him be sooo i dunno what to do now any info would be great.

She is part of a quest given by one of the drakkins at the camp in Blightfire Moors - the camp is surrounded by a mist in a sort of marsh. Anyway, you find her, then talk to her, and there are following steps. I have not finished talking to her yet because I can't say the last part to finish the task part.
