Simple Belt Pattern
Just to see, I had a baby character start tailoring to test out her quests. She gives, in this order, Simple Belt for Crescent Reach, Simple Socks for Crescent Reach, Simple Pants for Crescent Reach, and Simple Shirt for Crescent Reach.
I was only able to receive each quest once, but was able to recieve all the supplies in unlimited numbers until I turned 20 of each design in.
All 4 quests are requested the exact same way as previously posted. I finished each quest after doing enough to make the combine trivial (Belt 31, Socks 38, Pants 46, and Shirt 54).
After finishing all 4 quests and having tailoring at 54 I received this when trying to request another task, " Tailor Nabirye says, 'While we appreciate the offer to help, your skills are high enough that it would be better for you to seek training in a skill where you have less ability.' "

You say, 'Hail, Tailor Nabirye'
Tailor Nabirye says 'Knit one, purl two, knit one, purl... Oh hello! Sorry, I sometimes get lost in my work. Are you hear to [buy] needle and thread or for the [training] I have to offer?'
You say, 'buy'
Tailor Nabirye says 'One of the fine merchants hare can help you with that. I am only here to make the product and to offer [training] to those that wish it.'
You say, 'training'
Tailor Nabirye says 'The Circle of the Crystalwing have decided as a group that the best way to teach is by experience. You will be given a series of tasks that you can use to learn about the skill you are working on. When you are ready, simply tell me that you are [ready to start] and I will assign you a task appropriate for your skill.'
You say, 'ready to start'
You have been assigned the task 'Simple Socks for Crescent Reach'.
Tailor Nabirye says 'Even the simplest of items can help you learn. With that in mind, take these supplies and follow the directions given to you carefully. If you find that you have used up your supplies before you are done with your task, simple ask for more [supplies] and I will give them to you.'
-After you combine the Yard of rough cloth & simple belt pattern ask for more supplies)
You say, 'supplies'
Tailor Nabirye says 'Here are some more of the supplies you will need. Do not hesitate to ask if you need more [supplies] to complete a task.'
-Continue until you have made 20 belts per the steps in your quest window and then turn them in otherwise she will not accept them. This quest is repeatable and does not have a second step that I can find.
