This fellow seems to guard the enterance to the tower of the spurned. He is faction is the same as the Dark Elven Necromancers and Shadowknights, and as such he tends to look at most of the other classes rather dubiously.

Are you sure these guys are Level 40? They hit for 132, have a lot more HP than the Wizards do in Third Gate, and resist like a biznatch.

I would guess he's a necro not SK...
some other npcs on this in-crowd faction [The Dead] (as opposed to spurned) are lisv d'unnar in neriak foreign quarter, x'ta timpi and her sisters also in neriak foreign quarter (look up on the overhead bridge as you enter our dark city).
how do i know ... well i play an ogre shaman also and The Dead are KOS to ogre shamans (threatening). if you get too close they fear you then they punch you for 350 (but heck, they are the elite of neriak, i wasnt too shocked, just learned to avoid their hangouts).

There's a wandering guard-type in the Third Gate named Kszan Punox that should glower at you - Benevolence him, then check out The Dead, and you'll see that they're improved in faction now too.
