Give a quest called "Prove your worth" after speaking with Council Aid Mystrana. Added when EQ went F2P.
the steps are:
Speak with Tailor Meikolu to receive the banner material.
Create the banner using materials from Tailor Meikolu.
Give Tailor Meikolu the Banner Cloth.
Return the finished banner to a council member.
