Located just east of Sunderock Springs zoneline by a rock with another NPC. He is the one crouching. The Loc is -1623.05, -1007.45, 2.89. You have to go straight and hang a left at the river.

Task #3 from this guys is called Black Legion.

He offers two more quests once you finish the seal.
The black legion:
1. Find Dyn'leth's Battle Plans 0/1 Direwind cliff
2. Return the plans to Scout Zryan
They drop off black legion mobs near Ashengate ent.
You get some kind of potion which increases melee and spells vs "of zek" mobs in FC
He then offers another quest Something from the frontline. He gives you back the plans and tells you to return them to the captain in Sunder. This is when you get the rewards:
Mask of the Ages
Porous Lifestone
Swiftstone Necklace
Currently they are incorrectly listed as the rewards from The Ashengate seal #3.
