This NPC does NOT give the expedition to Frostcrypt Raid #1, he is merely the NPC who ports you into the instance by saying "Fergarin". You receive this raid instance from Fergarin Bardon I.
I'm dubious to this guy, despite being KoS to Wraithguard. I conned a quest NPC known to be on Wraithguard Leadership faction and I'm dubious there. So I'm guessing this guy, as well as his "partner", Wraithguard Hunter Grethmar, who also cons dubious, must both be on Leadership faction. Which makes sense since they're quest-givers.
