conned white at lvl 35 and dark blue at 36 so definitely not 36 at least not everytime
Conned light blue to my 42 cleric so I do not think the one I fought was level 40.
Still here...
This lady hits for around 60 dmg and summons. Respawns in about ten minutes. Frequently drops "Shattered Staff of the Shadow Witch".

There is a wraith like Grey Witch as well, drops the Shattered Staff of the Grey Witch. She Casts an Eye Spell.
