Have been killing these for quite a while and have yet to see a lt blue one at 70. Even my 70 druid, using track, is unable to locate a lt blue seething mist or steam drake.
As noted above, they can quad and triple often and stuns seems to happen a little more often than I have found with other mobs this level. Most can be pulled single if you time them correctly. I have seen hits in the high 700s from the seething drakes and Dranadune (named) in the mid 800s.
I have yet to see a ruby with 100+ kills. Hopeful though.

Got a Steamvent Ruby off of a Seething Mist Drake on 12/19/2006.

These mobs can easily be kited and root/rotted, at least in the Doomfont area.
Snareable/rootable. Does not summon. Mire thorns lands consistently; ensnare is dicey. Moderately fast, but can be snared on a failed kite if you wait for them to cast or can take a couple of hits.
They unleash a flurry of spells when aggroed, but after an initial burst they run out of mana and can then be dealt with more easily. Occasionally debuffs self or you. Consistently casts damage spells and roots. With resists in the 250 range their root can be avoided along with elemental spell damage. Shock of magic sometimes hits for around 1300. Do not heal. Estimated HPs around 40K, quads for around 800. The main loot draw are spell research components.

I've seen even cons to me, so max level is at least 67.
The mist drakes are Wizards. On me I've had them cast:
Shock of magic Lev 65 3000 damage
Draught of Ice Lev 57 793 damage
Draught of Fire Lev 51 622 damage
Elnerick's Entombment of Ice Lev 35 375 damage Root
At level 67 with MR of 251, CR of 168 and FR of 185 i resisted a little more than half of the spells, and never got hit for full damage by anything. I did get rooted though. Full damage shock of magic would really take a chunk out of a kiters hps though, so buff MR before kiting these guys. They cast pretty
