You can attack him in the zone Mines of Gloomingdeep—Jail Break, but only up until the point where you open the door to the cell. After that, he becomes unattackable.
Within the main Mines of Gloomingdeep zone, to the best of my knowledge, you cannot attack him.

Is he attackable and fights back or more like a target dummy that just takes your punches?
Is he killable?
Will they ever do a fabled raid version of the tutorial with him as an end boss along with all the dev-named NPC? (Now that would be fun).

Potentially, he is killable, but since it is the newbie intro instanced zone and you have almost no equipment, the only way to kill him would be through an undiscovered exploit.

I speculated that a person might decide to do the tutorial differently by earning positive faction with the kobolds of Gloomingdeep by killing Arias. Since he's only fifth level, he should be an easy mark. So, I took my ninth level Shaman and made up my mind that I was going to try. So, I tried to position myself near Arias without attracting the attention of the various NPCs in the area. No such luck. Arias, while targetable, is not attackable. He cannot be meleed or have spells cast on him.
He isn't 45th level, as it claims above. He's only 5th level. This makes me wonder if there's a way to do the tutorial differently. One wonders if you could do positive faction among the mobs of Gloomingdeep by killing him.
