brock is the body guard of the guy his with...something higgginsbot...higginsbot is for a quest started in highhold pass...you give him the bloody shank and kill him and return his head to a captain by the entrance to highkeep. this guy isn't that tough, just avoid him at low level

He is in the tower immediatley to the right of the big gate into the more powerful part of Misty thicket. you have to climb up the ladder to the very top and he is there. But beware he has a friend with him.

I m not sure EXACTLY where but he attacked my Troll when I get close to the wall; he seems to be a warrior or rogue.
