While standing near him, I windowed out to read the comments on this guy. When I went back he said "HUGE CAIMAN...RUN!". I have no idea what this guy is for. Maybe just flavor, or a rememberance of days gone by when we used to camp in Oasis of Marr, and witness the constant training of the docks (the one place everyone seemed to congregate".

Can't target him for kill. Not a standard "task" NPC ("I'm waiting for someone...") So...undiscovered quest NPC?
