Give him 3 x A Piece of Parchment and 1 x A Quill.
Scribe Luritem says 'Ok, thanks. I guess I have to sell to you now. Go ahead and look at my inventory.'
Your faction standing with Assistants of the Scribe got better.
You may now buy and sell from Scribe Luritem. Note: this may be an ongoing process (need confirmation either way).

If you are dubious to him, you can use sneak and buy your TP spells. They are all NO Trade. He sees through the wolf form..
