This guy will give spells to anyone of the approriate lvl with the rune?

Do you need faction to trade with him and if yes how you get it.
nope, I didn't do any + factioning with him and was able to finish the tasks with no problem as a wood elf ranger (Tunare). I did however need to sneak in order to be able to start the 68' missions however.

He gives Cleric spell "Chromastrike" as well. AFAIK, he gives all DoD level 69 spells.
