Confirmed .. same spot as deputy millian, he despawned and Deputy Cheel spawned in his place .. I spamed /time and it was 4am, and switched to 5 am within a second or two of Cheel popping.

Prior message says to keep it safe in bank or somethign to that extent. I hid it in a bag instead of an open slot walked out of bank for a minute and went back in and he was there. It was 4am game time, but i think putting it in the bag is what did it

This dude spawned for me at Game Time 8AM, give or take. He was NOT standing like, right next to the banker, at least for me. He was actually standing a few steps away, AROUND the corner from the banker, inside of that building with the banker. Doesn't say anything so if you are a pally, just hand him the Note and you get the quest item.
