ok this mob spawns every 12hrs on the dot i have been camping him now for over a week and still no blue crystal staff. However it is rated as a very rare item. I am starting to believe it!!!! I am camping him with a lvl 81 wizard with less than 300 aa's I can solo him without any problems at all really dont even need a merc once camped.

If you go down to page 2 of these comments and check my posts from ... Mar and April 2004 (omg almost 6 years ago), you'll see that the wizz staff is not so rare (well, at least, didn't used to be ...) and that you were able to solo him at 65 with the technology of those years so ... I guess a level 81 with the stuff of today shouldn't indeed have too many problems ;-)
As of the Phinigel's respawn itself, if I remember correctly, it varies between 11h (shortest I ever noticed was 10h50 or so) to 12h (longest I've noticed was 12h30 or so). But maybe they've changed that ...
P.S. now don't ask me why I just checked this page today, I don't know myself :) )

I have proven this "triggered" idea incorrect today. did as the post said for 4 hours and nothing. the spawns we not completely tied death to pop. the top horses are 20 min timer and they almost every time pop a lower one upon a death. not every.

Please stop farming Phinny - you cannot MQ the blue crystal staff - I have tried it after many weeks of camping to log in and find no phinny, I eventually caught up with the farmer who has a rotational alarm clock set to kill him and offered to MQ it for me (for a "reasonable" price) - exhausted with weeks of camping I conceded, and the MQ FAILED - "Sorry "farmer", I have no use for this item - you can have it back" - and this was on the epic npc not dargon which i spawned with my note and another staff part - hope i don't need to go get those again!
Also - beware camping alts and Bots to kill him and bring your wiz down to loot - despawn time on corpse is 7 mins.

Ok... level 73 wiz, little over 11k mana, 120AA's or so....

Mana Blaze. One shot. One kill. No fight. Dropped staff, single evac to avoid adds, fight done. Getting there took SOOO much longer than the fight.
EDIT: Dropped the wrong staff... i've been doing too many epics /sigh
EDIT2: Also note that the only reason i had adds was because i didn't want to agro Phinny, so i was floating too close to roof.

Best info on this page to how to find Phin is lower down which states:
How to GET THERE ----- It took me over two hours to find him, cuz of one secret door. Here are the directions.
From the ENTRANCE, go out into the first room. Go Down, facing South. Click on the grate. Go into the room, and go down again, still facing south. Do the same thing in the next room you hit. When you get to the bottom (you will have gone down a tunnel twice), turn EAST and head through the door. There's a shark in the next room --- head straight past the shark. Enter the grate on the bottom at the end of the tunnel. You can't miss it; all tunnels lead to the same place.
Go up the looong tunnel and you'll see 4 grates on all sides. Doesn't matter which you go through; All open, and all are in the same room. There's only one door in the room --- It has two grates, meaning you have to click on one grate, and when it opens, click on another to open the second. They are on top of one another.
SECRET TUNNEL to Phinny: Past the two grates, you'll end up in a room with two "blocks" in it. There are a lot of fish in there. The blocks look like plantholders; They're about nine feet tall, and have little plants on the top. It looks like they're part of the walls but if you click on the one to the right of the door you're entering the room from, it will move, revealing a secret tunnel. Go through the tunnel to Phinny's room. It's safe to uninvis/buff/etc anywhere on top of the little star cut-out in the floor, but I wouldn't get any closer than I have to.
Note that my directions may not be perfect; I typed it from memory. It's pretty straightforward though, I think. Good luck!

I got into the zone at 11:30 PM. Killed of the seahorses one by one the Took him out in four white Fire spells. And He died. Too bad he didnt drop what i needed. I soloed with a 69 wiz.

I remember helping my friend with the Rogue Epic and the Mage Epic at the same time and never being able to get Phinny to drop the Robe of the Kedge and having to kill those dark elves for it. I just killed Phinny today trying to get the mage drop for my guildie and he drops 2 Robes of the Kedge. Needless to say I now have 2 of them available for MQ on the Luclin server. Send and in-game e-mail to Tauvina if you need one.

We are trying to get the Staff of Elemental Mastery: Water. So far Phinny has dropped the Trident and the Blue crystal Staff along with a number of other items, coral, robe, rod of malaisment, etc. . There was a nice defiant quarterstaff for fighter type classes that one of the sea horses that guards Phinny dropped.
As far as tactics, I have my Wife assisting with a 75 level Cleric and a 65 level Ranger and I have my level 58 Mage. Her Ranger has enough AAs to be sturdy. I pull a seahorse and then we beat on them after I call my pet back from playing with them. The seahorses eventually run out of mana and we are able to kill them.
After the seahorses are dead I mana back up and then pull and kill Phinny. Phinny is much easier to kill than the 4 at a time seahorses. We tried pacifying the seahorses but the paci dropped almost as soon as it was cast.
I have heard of tactics where you can invis and slip past the seahorses and drop down into the chamber where Phinny is and then take him on without agroing the seahorses. I did not try that due to having the healing capacity of a 75 level cleric at our disposal. The seahorses are light blue to my Mage and Phinny is dark blue.
I have a turtlebone ring for EB and the Ranger has a very nicely statted earing. The Cleric has innate EB.
I have noticed that my fire base damageshield gets dispelled quite a bit more often than my other spells. I keep that spell memmed so I can recast it often. I especially keep it on the pet and ranger.
I am using an Earth Pet. He is the highest level pet I have. I may try a fire pet just to see if it can do more damage quickly in this environment. The fire based spells seem to work best. Magic based works but not spectacularly. I have heard cold based spells are not useful here.
We have killed Phinny twice so far and I hope that 3 times is the charm. The long spawn time of 12 hours makes it a bit more tedious. We are talking days and possible weeks instead of hours to get a rare drop. The only thing Phinny seems to drop consistently is fusible Coral.
Once the Staff drops I have only one more item to obtain, that is the Crown from the plane of Air. Yes, I have the drop from Quillmane.

It took 25 kills to get the Staff of Elemental Mastery:Water to drop from this mob. Finally, no more sopping wet robes, :) .

If you're after his robe save yourself
some time and kill the named Dark Elves in the
hut in Kithicor Forest. It can drop from any
one of them instead of just one shot camping

killed him at midnight and again at 4:30am...thats less than 5 hours...i always thought he was 12 hours. still no mage staff, but lots of backbones, trident, robes and blue staff.

He has a spawn time of about, if not exactly, 11.5 hours...at least on The Tribunal server. Have camped him a couple days and can pretty much count on him spawning when I log on.
I can confirm that the seahorses around the star corners do have a random chance of spawning a see invisibility mob. If you're invisible, just con each of them and the one that can see you will come back as "You suspect that this being can see you."
Phinigel Autropos does see invisibility so it could be tough getting down there if he has spawned without any calming effect on the adds that see invisibility. Waiting until he pats to a corner and swimming down the opposite corner worked for me, though I had my bard Calm the one that saw invisibility.
He summons so try not to pull with any damaging abilities, even DoT's.
As for killing him, it is very easy if you don't get the adds. Killing the adds around the star before hand spawns even tougher adds down at the bottom that only despawn when the top adds respawn so I would avoid killing the ones around the star.
I pulled him to the very west side cubby at the bottom of his pit and was able to avoid pulling adds without any calming effects as a 69 Shaman boxing a 52 Bard.

I had to kill him 16 times consecutively when going after teh backbone before finding one...
Then on me mage, I get 2 backbones, and no mage staves!! Evil evil fish.. Took 4 spawns to get mage staff, which he dropped 2 of hah.

Phinigal is extremely easy if you get him by himself. His horses CH though, which can be a pain in the *** for lower levels trying to take him, or toons that don't deal enough DPS.
