I was actually surprised to see him, as my paladin was in the Keeper of the Tombs room waiting for him to spawn.

Found him again the day after (=> Respawn Time <24h) , but this time on the other side of the castle. I confirm he 's traveling a circular route around the hallways.

I found him at entrance of the Keeper of the Tombs Castle. On the left side
He dropped the Crown.
He did not respawn during the time I stayed there (about 1 hour)

Hello finaly found some usefull info about were he can be found.
Aronnov posted under the hole general discussion.
After you've worked your way through the city, just before you enter the tunnel that goes down to the undead tower, there is a building on the left that leads to an open courtyard with another building. Tzitzi is in that inner building, traveling a circular route around the hallways.
Here's the location of Tzitzi the crazed in a previous post. are there any other "directions" or another explanation of location?
if you use eqmacwiki eqatlas on that map location is roughly neg 100, pos 450 is entrance aronnnov was describing
