thats nice that there was drop info, but more importantly is spawn location, among other things. there are 4 posts of failure which really strengthen my case.
at any rate, this guy was soloable by a gimp 71 baz geared sk. hit in the 800s or so. maybe more. partially slowable, doesnt summon, doesnt enrage. AE casts "shackles"
spawns @ 362 -614
omg look at that! how hard was it to post the spawn location!!
submitting a pic next. amazing how much info a single encounter has BESIDES just drops. drops are useless if you cant find the mob to kill it.

That location you posted is impossible unless it spawns outside the possible map. Judging from the background pick, a more likely spawn point is +362 -75

Spawned at 600 x N345 x 4 for me. (I have found tunnels and caves off the maps many times before btw)
He's yellow to a level 70, so that'd put him somewhere in the 71-73 range. Tugur's Insects was "mostly successful." In four kills he has dropped the Icy Dagger twice, Belt of Despair, and Cloak of the Living Stone. On a 66 Berserker with 1559 ac with Conviction and no defensive AAs he hits for 978 max. He procs Shackles (http://lucy.allakhazam.com/spell.html?id=2860&source=Live) quite a bit. I'd say he's a little bit easier than a Wall of Slaughter named (in the first field area, the Bazu and Chimera named guys).
