He doesn't like me for some reason, anyone know if he's on a faction? I'm an inky, but most races like me, so I'm not sure what he could be.

He's amiable to me, so if he is on a Gnome-related faction, it's probably King Ak'Anon, the faction of the clockworks in Ak'Anon itself. I'm pretty sure that's the only Gnome-related faction that I'm amiable with.

There is a turn in timer on this guy to prevent cash farming like the Firiona Vie event quest. The timer is about 1 hour after your last turn in before you can do the quest again, or even do the turn in for the other quest he gives. However the timer runs even if you arent logged in and is only specific to your character, so several peeps can do the same quest right after another.
I did his ring quest the other night with 2 characters and got the ring both times.

As of 8:33am PST, Miner Welnik and Head Miner Bibol are both gone from Lavastorm on Morell Thule. Picks are no longer where they spawn either.
I was surprized as I really expected them to continue this through the weekend and the gnomes finish thier digging when the servers went down for the DoN patch :-)
