Seems to spawn near the zone to Lesser Faydark, I found him near there walking along the road towards the southeast. I could solo him as a level 36 cleric (in bad classic TLP gear) although it took most of my mana (he heals and LoHs).
Killing him gives this faction adjustment:

Took him about five minutes to spawn after hailing Ennixy Frennor.
Anyone know the faction hits for killing this NPC?
