I can't find this guy at all.

Does anyone know if he still spawns?

This NPC is needed for the "Icon of the Fervent" it is the second item needed for the "Vambracers of the Fervent" Cleric Quest Armor piece. When I found him, Jovan was on the second floor of the Lumberyard Inn at approx neg200, 0. When hailed he will tell you he would like a "Tumpy Tonic" after giving him ONE tonic he will despawn and give you the Icon.
