Run to end of the dock right next to the Wayfarer Camp, past the crane. I stood on edge of dock. Took about 5-10 casts and it jumped onto the dock and attacked me when I got my scale. (Just like when I stood on the Ocean of Tears dock) Killed it quickly with just 1 cast of Pally HoT on myself.
Easy for a level 65 paladin! Good luck Sirs!

Got away from me when it ran over the dock leaving me in the water.
Before I was able to find it, it despawned. I was able to get it to respawn but not able to find it in the water around the fishing spot. After respawning it and swimming all over the place looking for it, I went inland and found it.
