Just duoed with tier 2 healer merc as a level 77 SK and fight lasted <30 seconds. With 2850AC max hit was 1036 and I was only hit that much 4-5 times; average hit was about 350. I would say a lvl 70 could duo him with a healer merc.
FYI before hail con is different then after hail con; at 77 before hail he was green. After con he poofed and a light blue version popped and started wacking on me.
As it has been stated he walks on the beach by all the skellys.

If you zone in from Sro, you will be on the Ogre/Spiric Island. The next island over to the East is where to find this guy. Trio'd him with 71sk, 66rngr and 70 shaman. A bit tough. Never got off a full quad, but max hit was 1170. Slowable. Shaman ran out of mana, ranger was on back up heals. Very close fight. pring some dps

Duo'ed him today with a 75 cleric and me 75 sk... easy fight though he does have decent hp's.. May want to bring a healer with some dps...gl

Location is +4865, -1633 he does roam but he stops there to cast a buff on himself

took this guy out tonight with a 11k 70 sk, another 70 sk, 70 ranger and 67 Bst, I am 70 clr. not bad at all...port in from Oasis, go to first island east of the zone in will be roaming the beach. the sk doing the mission did hail, then bst sent pet in to get first flurry. MT got agro and I pretty much just CHd the whole time without a prob, did it without a sloer, bl could not get it to land. AoE Poisen dot that was about 250 per tic, hit celestal regin and countered it nicely. All in all pretty easy compared to Hive or Creator mission without a slower.

Lvl before hailed was 60, after was 66. Max hit with our lvl 70 time geared tank was about 860 with defensive. Took him down with 2 groups of mostly 2 boxed toons.
Where in the damn zone is he located would be some useful info. Anyone know?

Level of this mob is not 70, its 60 Conned white to me at level 60, also indifferent. and im a HEF Paladin. Hope you find this info usefull
