Playing on Saryrn, I found him for a buddy of mine.
Located in the stables, at the far end, last stable to your left (across from the 4 guys)

He is in the world atm. GM says there is no ETA on when it will be fixed. So epic stops here for some of us. =(

I just saw him at 1134, 875, 2. That's inside the blue griffon hall. The other day I saw him right next to the pad going to one of the halls.
On Torv he is always stationary right inside the Red Dragon portal thing, near the bankers.

His location is in a stall of the stables in the Bazaar. Just inside and behind a door of a stall, loc is Neg-543 by Pos-244.
