what is she for? i have found many toons just hanging around saying that they are waiting for someone ver important to arrive... i even tried to say different things to her and others, there are atleast two in almost every zone.... well not pok but most cities and dungeons and hunting zones... anyone know what they are for?

In most (all?) cases they are NPCs you are supposed to "talk" to or give items to as a stage of a Task. If you aren't currently working on their particular task(s), they ignore you.
