The guy is a lizzard boy. If you come OUT of sky fire mountains just keep going stait down the hill into the OT zone.... you cannot miss him.. he is all by him self in the small build at the bottom of the hill.

Passed this mob near the FM zoneline, conned indifferent to me (barbarian shaman). When hailed responded with "I'm afraid I can't speak right now, Raccoo. I'm waiting for someone very important to arrive."
I've got indifferent faction with warrior iksars at least. I think most others are usually kos to me. Not sure what faction this NPC is on.
