Yes, I am set on figuring this out..
We know:
- She believes someone is following her..
- She is connected with Freeport and Qeynos factions
- She is linked to merchant factions
- She wont come when called... (doesn't respond)
- She has good exp and is FREQUENTLY killed..
My attempt at a background story is she is supposed to be carrying a message (?) from FP to Qeynos or vice versa (she might have even picked up some unwanted stalker going though kithicor even).. maybe even visiting a mage (flame of vox?) friend.. she is a paladin (faction?) or linked with that class somehow..
There is a definate choice of it turning out to be a quest here...
(zone wide dont kill isabella cooperation... i must be dreaming)

Since no one else has mentioned it, the factions lowered by killing her are:
- Coalition of Tradefolk
- Knights of Truth
- Merchants of Qeynos
- Coalition of Tradefolk Underground
She herself is on Coalition of Tradefolk faction (a faction which is not changed by killing bards and nobles, and why she will not become KOS to you when you do.)

I can find no other purpose for this mob which is found both in Highkeep and in Qeynos Hills. I can't help but think that she is involved in some sort of quest but I cannot for the life of me figure out what it is no matter how much I talk to her. Can anyone help me out?

A guildie of mine has been soloing her / the nobles and the bards, and told me about the amazing exp. i want to go up and solo them myself, but before i did, i was wondering about a faction hit? and although there is one, does it have any importance to a magician? (epic quest? or important mage quest)

I also have been trying to get her to talk.
The poster who mentioned he got her to talk: could we have another clue or hint? I guess I simply have not been phrasing my responses corectlt. I even went to the extent of recording the text log of me spaeking with her.
To the poster who said they got her to talk: what was your characters class/ race? Are you of good faction with Illegal Merchants, Merchants of Highpass, Qeynos Guards??

I have spoken to her many times and she actually, most definitely a quest NPC. I spent 4 days talking to her and finnally got her to talk. Im not gonna do the work for you but i\Ill give you a hint. Its not in the greeting or the second thing she says.
I know that I am responding to a very old post. Generally, when I see a post like this with no information, it means that someone is lying thru their teeth and ******** with you. For some reason folks seem to think it somehow makes them a big time player to mess with others.

ARG! I took your advice and looked in vain at all she says for quite a while... checking and double checking... then I asked her many many questions.. She didn't even respond to "how's the weather?" (yes I got desperate) Some day when I have too much free time, I will take a character up there and just talk and talk until someone kills her.. and repeat. Until that happens, I'll keep you posted.
ONE more hint Anonymous please! This is becoming sad..

I asked about her class, race, what she was doing there, if shes from Qeynos, how old is she (^.^;).. etc. to NO avail.. I will try asking more about her faction.. when she re-pops..

When I was in highpass which was lvl i think 19 or 20 till lvl 35. Everytime i went up to buy food she would start talking to herself. I have seen people kill her before and was wondering if a lvl 45 warrior could take her on? and i was wondering what she dropped.

lvl 45 warrior might be able to.. shes actually very very tough lol.. believe it or not.. with a healer.. jus hittin ya once or twice with a heal.. yea you should have no problem.. shes only like lvl 40 but hits for 125 double and has some freaky haste thing goin on.. lol
but the reason you see people killin her is the XP is ragin good at lvl 45 if you killed her by yourself youd get about 1 whole blue of xp.. yup..its that good.. i went from lvl 48 to 55 there with my wiz.. jus got finished up there and hardly anytime.. course as you lvl the xp isnt as good.. but it is still very very good considering.. shes now light blue to me at lvl 55 most of the time.. lil slower on the xp now

Isabella Cellus has also been spotted in Qeynos Hills walking about. her greeting is the same when hailed, but i didnt follow her around to see if she complains about the person following her. There must be some interaction with her.. she certainly talks a lot...
she also spawns in Paludal Caverns. She's kos and backstabs.

This woman is the most puzzling character in the game other than Sir Edwin Motte, she complains of being followed by a non existant man. However you can't get her to talk about it, or anything else for that matter. I've even asked her if she is crazy, but she says nothing beyond a greeting, "how nice to meet you."

I have also observed her saying "I like this place." in the Casino.
