We found him with 3 merc guards and 3 merc excavators at pos 1504 neg 540. He is in a stone building with the door lying on the ground. Bard could not lull the guards

He does not spawn in Quellin's place; he has his own spawn point beyond the area in the middle of the zone on the zone-in level.

i took a raid of 16 to DN today, but Vesthon despawned during our fight with the zombies.. at that point i realized i'd have to collect the bones all over again *whimper*.
i soloed him as a 74 bard. he spawned in his house along with 4 or 5 mercenaries. i bellowed at him, then ran in a tight circle to get him and his friends bunched up - i have run 7 - then i sang Voice of the Vampire on him and had Tarn fight his mates. they took him down to 7% in one charm duration, so i broke charm, began my chant cycle, clicked Cacophony (rank 5), clicked Shield of Notes, and tried my best to keep running in circles. after 20 seconds i stopped, hit Deftdance and a potion, clicked Song of Stone, and meleed him to death before Deftdance wore off. then i faded off the adds, and collected the loot.

AE kite the guards outside the hut, fade them off, then go pull the ones inside the hut, fade them off and grab Tarn single, easy enough.

Ok just to add a little, when i spawned this guy he had 2 excavators with him and 3 guards.

The guards are all root/snarable, they cant be lulled, they summon and they hit for up to 500ish. the guards spawned outside of the little hut where the named spawns (near Jaled Dar`s Shade). i was able to pull 2 of the guards by snaring the soth easternmost one. then i was able to single the last guard with snare also.

Once the guards have been cleared the excavators are lullable and the named is single pullable.

i duod this with my druid and bard.

I was running through DN yesterday (I was still lvl 63).. and I seen him on track... well he con'd white to me.. so that would make him a lvl 63 not 65... just thought I would let you all know that...

Spawned for me by the excavator camp by Jaled Dar`s Shade. Guard mobs are mezzable.

Tarn Macklin is spawned by killing Excavator Quellin who in turn is a random spawn from the 3 Mercenary Excavator camps. Tarn spawns with 6 guards within assist range that are not lullable.
