Today I was just sitting in East Freeport on the docks, minding my own business on my little level 30 Shadowknight. I was afk a bit, and did some research on a few quests in Freeport and such, and then I come back to find myself slaughtered in my absence by this little guy. I have never even seen this guy before until today, and I must admit, I'm supposed to be on alright faction this guy is on. I'm rather confused. Ah well, donating for rez in the GL!
My SK didn't have temp, or any other buffs other then a clarity potion, 1203hps, and around 750ac. He punched me for 27, then did some nasty nuking of 160, 230, 160, 160, 30, 44, 230, another punch for 22, nuke for 230.

The Drunken Dwarven Cleric of Underfoot
I thought I'd searched all the rooms in Highkeep and not found him, but then I saw casting messages from him so I came back with a tracker, and found him at +10, -310, +52. (Edit: I went back later and found "a noble" in his loc. I waited and the noble despawned at 7am, and another "a noble" popped somewhere between 8-9am. So it seems likely the noble is a PH and you can either kill him to get Lozani to pop, or you can wait and eventually Lozani will pop at 8am or so some day.)
Turned in my illegible scroll and 4gp and got... drum roll... Spell: Cure Blindness! Sold it to a vendor for almost a whole gold piece. :) Heh, if I didn't care about faction, I suspect I'd get more for looting the darned noble.

Not worth the trouble, I think hes a wizard, hit me with a snare spell not sure what it was, no loot, hits like a non-caster but casts most of the time, casts Ignite or sumthing i think it hurts :) Maybe he's a gnome druid? =P Oh, and I turned in a illegable scroll and all i got the uber spell >>> BURST OF FLAME!!!! <<< I think its stupid how they just try to add very pointless quests such as this, I'd much prefer for him to be a perma noble camp.
He spawns in Seafarers Roost at 7pm, 9pm and 12am. He despawns shortly thereafter, each time.

No he has not been moved he spwans at the same place of the 3rd floor noble

I have gone to the third floor (and also checked all other floors)to hand in the illegible scroll to Lozani, but have not seen him for several days. Do you think he has been moved permanently to FP?
from a couple of screenshots, I deduced he must spawn in the room next to the one with the noble (sometimes the noble is a man, sometimes a female)or are the nobles the PH for Lozani?

While I was in the freeport east dock bar, I saw:
Lozani casts (something) on you.
He cast twice, I resisted and gated. I tried to find Lozani in freeport, finally I searched in hotbot and came here. No wonder, he is supposed to be in qeynos.
So he is one of those "traveling" Npcs, like Talym Shoontar, etc.

I was there last night. I believe the noble is a PH. The first time I visited his room "a Noble" was there. I'm betting Lozani was drinking in Freeport, where he will also accept "Illegible Scrolls". I came back later, the noble was gone and Lozani was home. I had him convert a scroll for me.
