Tarlang seems to be able to spawn in the range of 64-66 normal form.

First attempt tonight he was blue to me at 66.

Second attempt (respawn) was white to 66.

Blue Tarlang is always up except for about 15 minutes after you kill red version.

He is "uncastable" and a quest NPC although he is scowling, he is not KoS. Do a turn in and you fight the level 75 version
