Giant Polar Bear SkinThis guy took quite a lot of time to spawn. I estimate around 20 kills before he did (so approximately 5% spawn rate.) The locations given below (944, -203) are accurate. Sometimes there are two placeholder bears, sometimes there are three. Mine spawned on a 'triple cycle', and he dropped the spear.
Take care using AoE in the space leading to this little alcove as it may aggo Lady Vox and her retinue. Interestingly, AoE didn't do so in the bear alcove itself.
Anyway if you wanted to fight Lady Vox without all her minions, that might be a way to do so.
Spawn rate on placeholders is 15 minutes.

Man, I think I am AT LEAST 100 bears deep right now without seeing this guy yet. I'm clearing all the bears on the lowest level as well as the spawn just up the ramp from the lowest level. Can't believe it's taking this long, but.. I will persevere...

spawned twice in a row at 944, -203
I left my mercenaries up all night while I slept. Got up and nothing. Tried for about another 3-4 hour nothing. Then I decided to kill the entire cave floor but the Chilling Terror. There is also a dog that is up up two flights of ladder. I killed this one then [an injured polar bear] spawned. I am not saying that the dog is the place holder. But if may be one of the dogs, spider, or bear. So kill everything on the carpet and the one that is with the ladder path.
I jumped into the area with the giant polar bears and kept killing them over and over. Finally took a nap and when I came back, he was in one of the 3 bear rooms on the lower level. So his ph appears to be "a giant polar bear". Spawn time is the same for the rest of the zone.
He respawned in the same place a couple hours later. If you look at the Eqatlas map for Permafrost. in Vox's big room, there is a dead end tunnel under the top left corner. He spawned in there.
