She is located in the hungry shark. As you enter zone follow wall to right, and then follow the walkway past the empty dock, and the Storm's dock, you pass two npcs(varey between boatscrubbers and fishemen) and shark is on your right.

Enter and she is ahead on right next to bar patron and a bartender.

upon attacking her she depops, saying "Grr... The piece is mine, snake! You'll not have it."

She repops after 10 seconds or so. guess shes there for a turn-in
