The signets are for the anguish entracne to the citadel. its a quest where you need 6 signets and 1 container. to beable to pass into the citadel of anguish.. it is not a monk epic or any epic item fo ranything but for the quest to acess the coa

Taken down by 70 Magician, Enchanter and Druid. Found him just SW of Dragorn Strategist. Earth pet tanked fine on all mobs even named, easily used percent heals on him. Died once when we tried pulling him first time, if you go to the camp we are at watch the tower west of spawn point, the mob will aggro.

The Tarnished Signet this guy drops is 1/7 of a quest you need to finish before you enter Citadel of Anguish. What it does after you complete it is block a zonewide Deathtouch that will kill you if you zone in to CoA without this quest done. its not for monk epic or any other epic.
There is no zonewide DT in Anguish. Thats just part of the lore of the expansion about the chaos magic in the Citedal.
You simply cannot enter Anguish if you dont have the signet quest done. Period.

Its not a zonewide DT, but it Is a zonewide DoT. you CAN enter Anguish without the signets done, but you will die quickly. you need the MPG trials to be able to enter Anguish unless you are gimped in (85% rule), you need the signets to stay alive once you get in.
maybe if yoiu found a way to cheat yourself in.

It's not monk epic.
It's needed for Citadel of Anguish Access, among with 6 other signets from different OoW zones.
Look up for quests involving Riftseeker's Sanctum (Taromani, to be precise) and you will hopefully find the info you need.

I dont think he is for Monk Epic. We killed him yesterday for Warrior Epic 1.5 and Warrior looted Northeast Eye !!
Well, as said above he's for the Favors for Taromani quest, the mob you killed for the WAR epic 1.5 was the Dragorn Champion...

He seems to have no loot except the signet. No coins or Dragorn Blood (for bard epic) or anything. We cleared him twice from same grp one night and then again another evening and it was always the same one-item loot. PPL in grp said that was what they saw before so unless he is in on the very-rare zonewide loot item table I would have to say that you shouldn't expect anything else from him.
He is easy to one-group, does nothing really special during the fight. Seems to be just a simple straight melee till hes ded.

there are 2 storys i have been told-1 is this ring is for the monk Epic and the other is that its part of a keying process to get access to some neat area in Wos,not sure what is true,just wanted to help if i can.and for as far as where this guy spawns name of the spot is called either portals or Gate depending on who you ask and the location is -9 +540 hope that helps :)

Several spawn points across the zone (right of the ramp to MPG, eastnortheast of big of the great wall, at the boot shaped wall part, in the ruins in the SE of WoS etc.).
PH is a dragorn serf at all spots.

We took him out twice tonight
Both times he dropped a tarnished signet it has a ring type picture to it. It's non-wearable, it's also NODROP.

its for Anguish access, Dont think the it has yet been confirmed, but at least all hints point there. Definetly not for Monk epic 1.5 OR 2.0

well you can say he is for the monk and every other classes 2.0, you need the rings to get flag for anguish wich leads to the 2.0s =P
I've killed him several times as well (+4), with only the Tarnished Signet dropping every time.
