As a bard soloing this quest, I was able to track him down to the northern most part of the zone, smack dab in the middle. The mob wasn't moving at the time.
NW of Succor/Gypsy camp
sat right in the druid ring for 45seconds after running from west karana zone in, the wisp took a short break right next to it and was a super easy solo

We just killed the wisp in NK it pathed across the druid ring ( not sure if that is a set path or not). Also, the shaman we had with us said that it was only partially slowable. all the wisps that I have come across do seem to stop at certain points, so they do give you a chance to catch up to them. Also I didnt see any enrage or rampage.
Guise of Honor is the scarecrow illusion HELM not mask. The wisp quad outrun highest mod + aa bard running straight. They only remain up a few mins when u zone in holding trigger item and wander around then despawn most gone in 5mins and they are hard to find near impossible. The only people i know to have got the illusion items are those who use showEQ. All are soloable but the one in befallen. The others being in NK, SONH, stonebrunt, and PoGrowth. NK is very hard to solo also. Like i said they quad hard around 1200s and outrun u so u have to know the tricks to solo them which any good bard who would try to solo them should know.
Altho i forget the proper name of the mask, im positive this is one of 5 mobs needed for the final product for the Scarecrow illusion mask.
There is more info about it at the Safehouse. Also there is a link under quests in Rivervale, under Shakey's Head or something. other locations reportedly are PoG, SBM, SoNH,and Befallen.

was looting when i looked up to find a will-o-wisp looking at me conned indifferent. and red to a 61 ranger. 2 other mobs in zone for 2.0 quest believe this will turn out to be one also.
